Eligibility: 
Individuals residing or legal entities with registered office in the territory of Montenegro or any other country can participate in the Competition. At least one of the authors of the competition entry (an individual or the leader of the author’s team) must be a licensed architect, serving as the responsible party. The author, or team leader, may collaborate with experts from other professions to enhance the design of the competition entry.

Design Challenge
The competition objective is to obtain a functional and recognizable conceptual architectural design for the Central University Library, which will primarily fulfil all prescribed requirements and achieve maximum alignment with the specifications outlined in the Competition Brief. The new building should meet contemporary standards and regulations, with particular emphasis on the integration of all programme elements and the creation of a multifunctional space that fosters learning, research, and interaction.
   Competition entries are expected to respond to the contextual and environmental qualities of the site and the wider setting of the university campus, offering proposals distinguished by a unique architectural expression and innovative spatial concepts. Special importance is placed on the development of flexible and adaptable spaces that accommodate the diverse needs of users – from students and academic staff to researchers and the broader public. The library should be conceived as a dynamic center of knowledge, culture, and innovation, equipped with modern infrastructure and technical systems.
   Particular attention is given to the perception and visual identity of the building, which should harmoniously integrate into the existing campus environment. Proportions, materials, and formal language should contribute to the building’s recognisability, while its functionality and adaptability will ensure long-term value and relevance as a key intellectual and cultural hub of the University.
